Secondly, were there permits pulled on your specific job for General Construction, Electrical or Plumbing? If not, there's your second warning. If so, go to the City and the Contractor must have a Surety Bond filed with the City in order to pull a permit. This will insure that your project is completed and the Contractor has to pay all cost associated with your project.
All too often Contractors and Homeowners avoid permits because of the red tape.
They are there to protect the Homeowner. Yes, it increases job cost and property values, but there's always costs associated with doing things correctly.
